First Recovery Solutions, Inc. was formed from the idea that we could be categorized as 'a great collection agency' if we followed certain criteria.  First, providing exceptional customer service to our business clients.  We listen to our clients needs instead of telling them 'what they should have' or 'how they should do things'.  Second, demonstrating unparalleled professional service to the consumer from whom we recover debt.  We are collection professionals who do not judge and use our background to find debt repayment solutions.  Finally, by providing opportunities to an excellent staff of employees charged with performing their jobs at a high level.  

Our vision was to be more than a begrudged ‘next step’ in your handling of accounts receivable. We are a behind-the-scenes partner to you in the debt collection and prevention process, as well as a reliable and secure manager of data, payment remission, and a ready resource for information reporting.

Joseph A. Ruppert - President:  

Joe was a collection agency quality control manager and bill collector before founding First Recovery Solutions in Waupaca, Wisconsin.  He is currently certified by ACA International as a Professional Collection Specialist and continues to expand his collection industry knowledge through active membership of the American Collectors Association. Ruppert currently holds a two year seat on the Wisconsin Collectors Association (WCA) Board of Directors as well as a WCA position on the State Legislative-Department of Financial Institutions committee (volunteer).  The University of Wisconsin-Eau Claire graduate has thirteen years experience in the State of Wisconsin/County-wide legal system process.  He has experience recovering various forms of debt by using standard industry collection methods, from the implementation of the Collaborative Collection Concept to small claims/civil court actions and garnishments.

Joe's interests include spending time with his wife Kaydee, daughter Bethany, & son Aaron as well as golf, hunting, and sport motorcycling.  He thoroughly enjoys the business, recreational, and social opportunities of life in central-northeastern Wisconsin.

Joel W. Titus - General Manager:  

Joel came to First Recovery Solutions with more than thirteen years experience in sales and marketing from the professional golf and bulk vending industries. As General Manager of the International Basketball Association's Wisconsin Blast and Indoor Football League's Green Bay Bombers, he oversaw all day to day operations.  He also brings additional accounts receivable and management skills to First Recovery Solutions. Joel is certified by ACA, International as a Professional Collection Specialist and is currently listed as a State of Wisconsin Notary Public.  He continues to grow his collection industry knowledge through his active membership in ACA, International.

Joel and his wife Jennifer live in the Fox Valley where he enjoys golf and spending time with his family and friends.
